Waiver to SCM Chapter 7, Section 2.5.1

SCM Chapter 7, Section 2.1.1 establishes eligibility requirements for competitors at the National Collegiate Skydiving Championships. SCM Chapter 7, Section 2.5.1 states:
Anyone who fails to meet any of the requirements listed in 2.1 shall not be permitted to participate as Guest.
Under SCM 7.2.1.1.3, competitors in 2-Way Formation Skydiving must hold at least an A-license and have no more than 125 freefall skydives by the close of registration.
Reason for Waiver
Weather conditions immediately prior to the National Collegiate Skydiving Championships have required some competitors to make hop-and-pop skydives. As a result, these competitors may exceed the 125-jump limit without a corresponding increase in freefall experience.
Additionally, in accordance with military program training standards and safety considerations, these competitors do not have sufficient time before the Championships to safely train for 4-Way Formation Skydiving or other disciplines requiring higher experience levels.
Waiver
The USPA Controller grants a limited waiver to SCM Chapter 7, Section 2.5.1 to allow the following:
Teams in 2-Way Formation Skydiving that exceed the 125-jump limit due solely to required hop-and-pop skydives may compete as Guest teams.
Guest teams competing under this waiver are not eligible for medals, collegiate records, or championship titles.
All other eligibility requirements remain unchanged.
This waiver applies only to the current National Collegiate Skydiving Championships and does not establish precedent for future competitions.
Recommendation
It is recommended that the Competition Committee establish a formal definition of a “freefall skydive” for Collegiate eligibility purposes (e.g., freefall exceeding 10 seconds) to more accurately determine freefall experience and avoid similar issues in the future.
